Friedman was a genius. He was also the most articulate and fearless advovate for freedom. It seems that most are willing to give a little here and there for their pet projects. He was not. This is the best argument for the economic power that comes from freedom as well as the advantages for the individual. Over the long hall it is also the only way to prevent the loss of all freedoms. Read this book and it will positively change your life.

Almost 30 years on, Free to Choose still offers valuable insights to the political economics in western democracies. The books main message is that special interests always prevail over general interests. For that reason, we have tariffs on sugar though the majority of the electorate loses from it and we have restricted entry into several occupations like real estate brokers and furniture designing. The story of the development of the Interstate Commerce Commission is particuylarly readable. The ICC was established to protect the consumer (general interest), but quickly turned to protect the producers (special interest). Because special interests always prevail, the governments role in the economy should be restricted.
The Freidmans finish their book with a faint of hope. The final chapter is called The Tide is Turning, and in the foreword written in 1990, they acknowledge that public opinion is greatly different in 1990 than it was in 1975. And economic policy in the US is improved. Marginal tax rates are reduced sharply. Inflation is low and stable. The former communist countries have gone capitalist in scores.
Many of the key messages of the book are now conventional wisdom. Its still worth reading, though. The book offers a very gook look into the intellectual climate of the late 70s. It is one of the central works of one of history's most prominent economists. But foremost, it describes the logic of economics in a very beautiful way.
A Classic and Totally True but Slightly Incomplete.......2007-04-02
Milton Friedman was an economics professor at the University of Chicago who won the Nobel Prize in economics for his development of monetary economics. This book briefly explains how an economy works. Yet "Free to Choose" is something more. It's a personal statement that we should embrace free markets and freedom for all of us as individuals to make our own decisions. When we freely choose, the economy is more fair because individuals make their own choices with their own benefits and consequences. The economy is more prosperous and more efficient because the economy competed for customers and the best win out. A controlled economy is a huge mistake. The proper role of government should be that of a referee to ensure fair play - not run the game itself. Friedman's ideas moved the global economy ahead to more efficiency and prosperity, yet his ideas were based on the old ideas of liberty and free markets.
Friedman was an old-school liberal, better known these days as a libertarian. He believed strongly in the power of liberty, as opposed to extreme social orders such as Communism, Nazism, monopolies, mafias, religious theocracies, slavery, segregation, sexism, etc.
Life, Liberty and the Pursuit of Happiness is one of the foundations upon which America had been founded. Yet pure free market economics fell out of favor in the wake of the excesses of the Gilded Age when unregulated capitalism was seen to have an immoral side of exploitation. After the trauma of the Great Depression, capitalism was seen to be unstable and cruel. Theodore Roosevelt used the Bully Pulpit to argue that government should regulate the "malefactors of great wealth." He created the Food and Drug Administration, broke up trusts, regulated railroads, and the American approved. Franklin Roosevelt pursued policies for economic stability and basic security, and Americans elected him president four times. Many people sincerely feared capitalism. This would inadvertently lead to some well-intentioned but very bad economic policies.
Some of the pragmatic reforms of the New Deal were excellent, such as the SEC to require audited financial statements, which leads to more transparent and more efficient markets. Without the SEC we would have many more Enron disasters. The Federal Reserve Open Market committee, a New Deal reform, manages the money supply. New Deal banking legislation requires certain capital reserves and insures deposits to $100,000, which forever ended bank panics. The FHA insured mortgages, which created the 30 year mortgage and brought home ownership to millions of people who used to have to rent or inherit a pile of money. Government regulations adopted later require safe consumer products, such as home appliances and the electrical hardware to bring electricity into our homes. The government regulates pollution. Student loans allow citizens to learn the skills that a prosperous economy needs.
Unfortunately, some of the government experiments in the mid-to-late 20th Century with regulations were mistakes, such as price controls and some welfare programs. Socialism became fashionable to many, especially in Europe, and regulations kept creeping upward. In the United States, this culminated in the late 1960s with the Great Society, although America never became truly socialistic like some European nations. By the 1970s, the global economy was mired in stagflation. Too many bureaucrats were making too many business decisions, hampering market activity and taking away the automatic operation of the economy through prices and consumer choices. Too many politicians were making decisions for purely political gain. Big city politicians have especially been that way for well over a century.
Friedman's weakness in this book is that he does not give due credit to the "referee" government regulations that ensure free and FAIR competition. Friedman is too one-sided in his argument. Indeed, his ideas work today because of pragmatic government reforms of capitalism, such as the New Deal, that did not exist in the past. Friedman emphasizes freedom, as he should for the time period he lived in, but there must be an assumption of at least mild fairness in order for free competition to work.
Remember the books by Charles Dickens on the horrors of the industrial revolution? Remember the disgusting pollution that was so bad in London that the fog was filthy black? Some old buildings in Europe today are still stained black from the filth because they could not be cleaned of the filth. Remember the horrors of industrial child labor and slavery? The most powerful quickly overwhelm the less powerful in a "free" market without protections, and that's how some people want it.
Friedman blames the Federal Reserve for the Great Depression, which is partly true, but the constrictive gold standard was a leading cause as it caused the Fed to tighten and then spread the Depression globally. The countries that abondoned the gold standard the quickest recoverd the quickest. The countries that were not on the gold standard did not experience the Great Depression at all! Hoover refused to abandon the gold standard. FDR abaondoned it quickly, and the contraction ended. Ironically, Friedman's critique says the government was responsible because it did not intervene as it should have earlier.
Also, the financial systems completely collapsed when over 10,000 banks collapsed. The economy would never have recovered without government intervention to save and then reform the financial system, which FDR eventually did. Friedman was not honest about this. He seems so fixated on claiming that government is the problem that he is not truthful about the Great Depression. Friedman also says that the Great Crash did not cause the Great Depression, which is true. But it did make a natural recovery impossible. The financial system fell like a house of cards because there was no regulatory structure to support it. Also, numerous financial scandals rocked the financial system, such as the scandal involving Richard Whitney, formerly the president of the New York Stock Exchange, a member of the board of governors, and arguably the most recognized broker in America.
Friedman also has an overly simplistic solution to inner-city poverty, and he says that schools should receive voicers so inner city parents can be better consumers through more freedom. This would do nothing to solve the real underlying (and maybe unsolvable problems) of cultures of disfunction, broken families, crime, and massive drug use. Ironically, Friedman would legalize drugs for more freedom. Friedman's overall theme of liberty being best is definitely correct, but with some commonsense exceptions please.
Adam Smith, the creator of economics, also said that government must make the investements for the common good that the free market never would make. America has a long history of making these investments, such as canals, roads, bridges, dams, school buildings, parks, aquaducts, etc. Yet Friedman mentions little about this partnership with government. Free markets do not work for everything, although I would argue for 95% of things.
Finally, economic activity is ultimately a social activity. People make money when they organizations with different functions and many people performing those function. It is only because we are socially cooperative that an economy can work. Friedman's emphasis on the individual is correct, but there is more to it. Look at this book as one of a dozen needed views.
Friedman was an optimist. He believed in the power of competition. He was 95% right. True competition will correct most economic problems. I wish more socialist liberals would read this book and learn that less is more. I highly recommend this book.
I also recommend Ronald Reagan's autobiography titled "An American Life," since he was the political figure who rhetorically sold Americans again on free markets. Reagan explains his optimistic views of free markets, his opposition to excessive government controls, his disgust for able-bodied freeloaders on welfare, and his optimistic belief in the goodness of individuals. He also says that he voted four times for Franklin Roosevelt, who said that welfare could destroy the work ethic like "a narcotic" and liquidated the temporary welfare programs designed to aid the country through the Depression once the crisis passed, only to be revived later. Reagan said he was not trying to undo the New Deal; he was trying to unleash the economy from the excesses of 1960s liberalism and excessive economic controls.

This new edition of the text once again proves that these authors are the masters of single subject research. I have used this text for five years in my graduate methods course and am completely satisfied with their coverage of the material of single subject research design. Just when a researcher thought it could not get any better, this new edition comes along with updates to the software.

I was pleased to hear that this text had been assigned in a graduate research course at my graduate school of social work. I'm seriously disappointed. I would not recommend this text's continued use. It is excessively repetitive, constantly restating previous material (commonly referred to as 'rehashing'), and, as a sidebar, i can't help but mention an irritating habit of unnecessary references to material yet to come ('we'll talk about that more in chapter 14.'). The writing style is terribly wordy, and in a weighted, clunky pseudo-conversational style that rarely is effective in a textbook. The actual technical information is obscured in a constant river of verbiage, usually in page after page of solid block text, the least helpful format when learning technical information (or when subsequently searching for specific information or techniques). The result? It serves as a strong sedative. Finally, the authors repeatedly express apologies, in what eventually (by page 350) feels like an obsequious and cloying manner, for putting forward an empirical and accountable approach to clinical practice. The worst, though, is the repetition of material, as if the reader were an idiot. The sheer relentlessness of it is what is so galling, and at $100 bucks, neither affordable nor worth the investment. There are other texts out there with clearer, cleaner, more articulate prose, that are more respectful of the reader, and at half the price, such as the classic and affordable: Single-Case Research Designs: Methods for Clinical and Applied Settings by Alan E. Kazdin. Ignore the pollyanna reviews above and below, and avoid this text, or if on the syllabus, protest and suggest an alternative.
A Classic in Practice Evaluation.......2003-11-13
Bloom, Fischer and Orme continue to make an unique contribution to improving practice in the human services by providing a road map by which practitioners can evaluate their effectiveness. I've been using their text book for over 15 years in teaching practice evaluation and in has been an invaluable help. The new edition has a CD Rom with SingWin, CAAP,and CAAS which I was able to install in Windows XP Home edition. You must install CAAS before CAAP for it to work. The sofware computerizes record keeping, score computation, and graph construction. I strongly reccommend this textbook for human services faculty.

This is an outstanding book. While naturally oriented to strategic management of health care it is also a comprehensive framework to strategic management in general. The book's layout is that of a university textbook but it is also written in an enjoyable style. I read this book as a practitioner and not a formal student and found it extremely readable and helpful. The authors present both conceptual and practical tools for strategic management.

I was fortunate enough to be a student of Linda Swaynes @ UNC Charlotte. We were the first class to use this book. Not only was Ms. Swayne excellent at what she taught but the book was a tool that explained the theories in nice detail. I continue to use the book as a resource. I am currently a hospital CEO.
Great balance of theory and practice.......2001-11-29
I used this text for a class in health care management. I was impressed by the readability of the text, the incredible amount of information it contained, and the great balance of theory with practical approaches. Many books about management are a bit short in the area of practical tools. This one gives you tools to work with. I used the outline of this book to do a strategic analysis of an organization with which I work. The only significant weakness of the book is the uneven quality of the case studies. These were contributed by outside authors. Some of these are terrific, others are not well written and not so helpful. Hope this gets corrected in the new edition.
A Must for the Novice Planner.......2000-07-27
This comprehensive and yet easily understood text provides the fundamentals of strategic management as it applies to most any health care organization. The authors' experience comes to life in a variety of real examples and cases throughout the text. My background and interest in strategic planning led me to thoroughly examine the step-by-step processes, and I was amazed at both the simplicity and applicability of each. Definetly a text that I will recommend to anyone entering the healthcare industry or strategic planning arenas. Not only was I benefited by the purchase of this text, but had the opportunity to meet these outstanding authors in person during graduate study/research.

An excellent textbook for an upper level course for economics majors. There is a lot of inertia in textbook choice, but I was finally convinced to adopt Gruber's book when I served as the Lecturer for Stanford University's upper-level seminar in Public Economics. The textbook has high production values and of particular note is its timeliness in covering both current policy issues (Social Security Reform, Fundamental Tax Reform, Education, etc.) and current public economics research (Political Economy, Behavioral Economics, Contract Theory, etc). Most textbooks on the market offer a very dated view of Public Economics, especially in terms of current research. The book explains the findings using intuition and graphs, but provides mathematical detail in mathematical supplements for the ambitious reader. The accompanying website also provides impressive PowerPoint slides. The student response to the textbook was uniformly positive.
The only downsides are the hefty price tag, worsened by the limited secondary market, and for those who want a more mathematically rigorous treatment in courses that require calculus and optimization, the included supplements were helpful, but still limited.

My Dad's book is awesome! Maybe I'm getting ahead of myself. My name is Sam Gruber, and my Dad is Jonathan Gruber. Seriously. I'm not kidding. I swear. If you don't believe me, ask him. Anyway, the reason I liked this book is because he used my name in it 25 times! (he counted.) I also liked the colors. I really like the cover, because I helped my Dad pick it. All in all, my Dad can write very well, and if he doesn't write another book, well, I'll make him.

I've been a grantmaker for approximately five years now. During the course of my on-the-job training, I've heard certain maxims over and over again until they've become ingrained in my mind and in my responses to applicants for grant funds -- now, after reading this book, I actually understand the philosophies behind them.
Every grantseeker who bemoans the fact that foundations don't want to fund ongoing operating expenses should read this book simply for the explanation of the difference between charity and philanthropy and where foundations fit in.
Likewise, the tips on meeting etiquette, attributes of a good grant proposal, and top four reasons proposals are denied will benefit professionals on both sides of the proposal.
Had the opportunity to see the author speak -- if you get the same opportunity, don't pass it by.

Dr. Joel Orosz continues his tireless efforts on behalf of philanthropy and those interested in philanthropy in his current book.
The Insider's Guide to Grantmaking is an invaluable resource for anyone interested in seeking funds from a foundation, or anyone interested in a career in a foundation. His years of experience give both experienced and inexperienced readers a window into a sometimes-shadowy world. Orosz lets the light shine in a way that is understandable and justifiable.
This long over due body of work is a must have for everyone in the third sector and especially should be required reading for those working in and leading foundations.

It's an art, it's a science, and it doesn't need to be a mystery -- since there's no academic training for a career in philanthropy (it's harder than you think!) Insider Orosz bridges the gap with this warm and rewarding User's Guide.

A Much Needed Perspective.......2000-06-26
This is a much needed look at life in foundation grant making. As a retired executive director of a corporate foundation,books such as The Corporate Contributions Handbook and Corporate Social Investing were extremely helpful to the corporate grant maker. This book is a well-thought out look at foundation reality. While it is not meant to help those seeking grants, it certainly gives the donor a window on the inside process. It will serve as a good reference for those who wish to enter this field and provides sage advice to those who have been there for some time. The historical research was a plus.

A Primer for sorting out conceptual muddles in the field.......2004-01-22
Amidst a burgeoning growth industry in policy evaluation, characterized by a plethora of approaches and non-standard language usage, editors of two prominent evaluation journals join forces with a third colleague to provide an overview and an inclusive framework that differentiates in simple language, major approaches taken to policy and program evaluation to date.
Beginning with a core definition of evaluation as assisted sense-making whose ultimate objective is social betterment, the authors distinguish four purposes of evaluation: (1) assessment of merit and worth (2) program and organizational improvement, (3) oversight and compliance, and (4) knowledge development. Conceptual clarity over purpose(s) helps avoid muddles encountered in everyday arenas of evaluation and is directly pertinent to modes of inquiry appropriate to those purposes. In the second section of the book the authors distinguish four types of evaluative inquiry and discuss how to plan corresponding evaluative methods appropriate to the purpose(s) at hand. With a view toward conceptual coherence, they spend a chapter grounding their conception of evaluation as assisted sense-making in a philosophy of common sense realism. The third and final section of the book then considers closely, uses and challenges for each of these four modes of evaluative inquiry and devotes one chapter to each: (1) "Description," (2) "Classification," (3) "Causal Analysis," and (4) "Values Inquiry." My only reservation is related to what in content is also a strength. Rich in academic references, with an adaptation in format, these references could have better been placed in endnotes rather than parentheses. This would have facilitated reading flow. The decision to keep a format that is probably more useful in journals than books accounts for a one star deduction and four star rating.
A solid well-grounded theoretical analysis that will help those engaged in policy/program evaluation sort out a lot of muddles ahead of time rather than unnecessarily being caught in the mire. Another indication that, while good theory will never get as far as accounting for all the exigencies in a complex world, good theory is helpful in avoiding unnecessary confusions and many commonplace and wholly predictable errors in advance. Highly recommended.

This book serves two purposes. It is a comprehensive text on evaluation aimed at both practitioners and academics, but most importantly, it is a treatise aimed at introducing a new evaluation framework. It is a textbook with a point of view. The authors begin with the premise that the fundamental purpose of evaluation is social betterment, which is "...the reduction or prevention of social problems, the improvement of social conditions, and the alleviation of human suffering." From these roots, they build a new `realistic' evaluation framework. Although aimed primarily at public and non-profit organizations, many of the lessons can be applied in the private sector as well.
Part one examines why one would want to do an evaluation in the first place. The authors purport that evaluation is a fundamental part of the democratic process because it is crucial in informing policy and decision makers about the effectiveness of public policy and programs. The book reviews the four purposes of evaluation (assessment of merit and worth, program and organizational improvement, oversight and compliance, and knowledge development) and introduces the four inquiry modes (description, classification, causal analysis and values inquiry). The authors provide extensive coverage and a critique of the academic debates concerning purposes, modes and methodology. This leads to the proposal of a realistic philosophy, which aims to move beyond traditional paradigm silos. The authors argue that by focusing on the ultimate goal of social betterment and by seeking to surface underlying values, it is possible to follow a path that tailors methodology to intended purpose.
Part two covers evaluation planning and begins the practical application part of the book. Different evaluation purposes become paramount and are more aptly suited, depending on the environment (stable, competitive, shifts in funding or new policy/program). Choosing appropriate methodology and evaluation extensiveness (i.e. quality) is aided by an understanding of primary and secondary evaluation purposes; the book provides decision-making matrices as well as many examples and references. The authors expand on their notion of a `common-sense realistic' philosophy and provide an extensive overview of the supporting principles. It is a philosophy underlined by the notion of evaluation as `assisted sensemaking' that aims to build upon and extend natural human perceptual processes. In practice, it is flexible, antiformalist and rejects the fact-value and qualitative-quantitative dichotomies. In short, it aims to do what works in a given situation and contributes the most to social betterment.
Part three provides extensive detail on the four inquiry modes (description, classification, causal analysis and values inquiry). It is a comprehensive text on evaluation aimed at both practitioners and academics, but most importantly, it is a treatise aimed at introducing a new evaluation framework. It is a textbook with a point of view. The authors begin with the premise that the fundamental purpose of evaluation is social betterment, which is "...the reduction or prevention of social problems, the improvement of social conditions, and the alleviation of human suffering." From these roots, they build a new `realistic' evaluation framework. Although aimed primarily at public and non-profit organizations, many of the lessons can be applied in the private sector as well.
Part one examines why one would want to do an evaluation in the first place. The authors purport that evaluation is a fundamental part of the democratic process because it is crucial in informing policy and decision makers about the effectiveness of public policy and programs. The book reviews the four purposes of evaluation (assessment of merit and worth, program and organizational improvement, oversight and compliance, and knowledge development) and introduces the four inquiry modes (description, classification, causal analysis and values inquiry). The authors provide extensive coverage and a critique of the academic debates concerning purposes, modes and methodology. Excellent Guide.......2007-02-03
This is a very comprehensive manual for the management of volunteer based groups. I used this book extensively for two years as president of a 100% volunteer based non-profit org. Frankly, it was indispensable as both a guide and reference in countless situations, from rewriting the bylaws and policies, to managing/inspiring/leading a board of 12 directors and over 60 volunteers/500+ members. This group went from a dwindling, unorganized, under-funded lot to a vibrant, well organized, and well funded group during my time of service. I owed a lot of that success to this book.

This book is the third level (not including ACS) in obtaining your FLMI designation. Of the LOMA books I have studied, this has been the easiest reading. The case studies in the book were easy to understand. This book is well written and very interesting. If studied/read all the way through, you will receive a vast knowledge of insurance and how federal/state laws play a part in the insurance world.
