4 out of 5 stars Best Single Text Available.......2006-07-21

I teach collective bargaining & labor relations in the Master of Public Administration (MPA) program at the University of New Hampshire. Kearney's book is the sole comprehensive text on public sector labor relations available at this time. Its thorough coverage includes the history of public sector labor relations, the ins & outs of collective bargaining, the impacts on budgets and personnel policies, and much more. I've used it as the primary text in a graduate-level course, supplemented by journal articles and case studies. Several students remarked that the book was detailed yet readable, as well as realistic (students often catch on when an author has never been a practitioner of the subject matter). I recommend this book for courses in public sector labor relations, and it would be useful in most Public Administration programs. A good complement to this text is Najita and Stern's Collective Bargaining in the Public Sector: The Experience of Eight States, a reader of case studies that illustrate most of the concepts described by Kearney.

5 out of 5 stars Solid and inspring work.......2007-08-07

Dr. Luke captures practical and realistic models for leadership based on what works. This is a great work for someone who is looking for insight into how to lead within a community of interest when the issues and challenges are multi-faceted and not clearly solvable by only one person or group, which is most of the situations in our communities today.

      Book Description

The widespread interest in entrepreneurship as a means of creating jobs and raising incomes has resulted in a growing demand for an economic and political environment that will nurture small business ventures. Accordingly, the promotion of entrepreneurship has taken its place alongside industrial recruitment as a component of economic developement policy. In this study, Benjamin Mokry considers whether it makes sense to devise such policies without first exploring more thoroughly the dynamics of entrepreneurship and the possible impact of government initiatives. In a careful analysis based on in-depth research on state and local development policies, he points up existing information gaps and suggests a realistic framework for approaching policy design in this area.

        Book Description

As academic disciplines, public administration and public policy programs have struggled to link theoretical and conceptual grounding with practical application. Students often have discrete courses in human resources, finance, organizational behavior, policy analysis, and planning, but rarely are they offered an opportunity to pursue these through actual cases and problems facing public managers.

The Public Manager Case Book is a collection of eight public administration cases that allows students to practice the decision-making skills they will need in their jobs as public managers. Each case focuses on the local administrative issues managers most often face in their day-to-day responsibilities, and each encourages students to collaborate with others in order to gain the necessary cooperation and information. The cases are multi-dimensional and challenge students and professors to draw from a variety of knowledge areas to develop alternative recommendations, decisions, or actions.

An instructor's manual is available for useful background material, references, theoretical and conceptual framework, and teaching tips.

5 out of 5 stars Practical Tips for Complex Challenges.......1999-11-30

The author, a well regarded lecturer, consultant, and columnist for the magazine the Virginia Review, has once again produced a hit. We talked to him when this book was first published by Jossey-Bass, and couldn't wait for our copy to arrive. When it did, we found it to be a working sequel to his popular 1994 book "Seamless Government." "Workbook" is just that, plus an excellent reference text at the same time. The book is organized into themes as well as chapters for easy retrieval of information. The book is big on what Russ calls the three Ps - people, plan, and politics. Russ said he wrote the book to give public and private sector managers "approaches, methods, and tools to help them dramatically improve work processes for seamless service. When these approaches are followed, employees tell me that they fight less over turf and collaborate more to find better ways to serve customers. Walls between units start to collapse, and overall organizational performance improves." If you are interested in learning to make effective organizational change, this workbook is for you. As Martha Mitchell, management consulting advisor for Prince William County, Virginia said, "This workbook is an invaluable road map for organizations to navigate the challenges of change. By using this approach, our organization has enhanced its ability to solve problems and facilitate change. I recommend it with enthusiasm for its usefulness in tapping the creative energy of people to achieve better results." While many of his clients are in the public sector, through his articulate and engaging writing style Russ ensures that the information in this valuable resource is just as key to people in the private or nonprofit worlds. It would be great for any organization that is considering changing the way things have been done in the past to improve communication, performance, and level of service. It can provide the framework if you are looking for a model by which to design your organization.

4 out of 5 stars Not a Fad But a Change in Outlook.......1999-10-19

I'm presently using Dr. Linden's book to transform the culture of my city so that to citizens we appear seamless. I used the paradigm of Frankenstein's monster. Other than his size, what makes him scary? He's covered with seams! And we are too, every time a customer (citizen) gets transfered from one department to the next to get their business done.

Adopting a seamless approach is not a project for the squeamish. It is a culture change that will take years to put in place. The workbook is a great guide with lots of practical steps and wisdom to boot. Well-written with the lay person (his customer) always in mind, Russ Linden's concept and the book to put the concept into action are winners! Or perhaps the customer is the real winner. Win-win....hmmm...I like it.

          Book Description

Essential to anyone involved in the planning, design, construction, operation or finance of infrastructure assets, this innovative work puts project delivery, finance, and operation together in a practical new formulation of how both public and private owners can better manage their entire collection of infrastructure facilities.
Principles of Public and Private Infrastructure Delivery traces the history of infrastructure development and finance in the United States, and meticulously ties America's historical success in infrastructure to the simultaneous use of Design-Bid- Build, Design-Build, Design-Build-Operate, and Design-Build-Finance-Operate to deliver both public and private infrastructure collections. This historical background provides the basis for a new, integrated strategy for managing infrastructure assets in the 21st century.
Principles of Public and Private Infrastructure Delivery provides the logic and practical tools that public and private decision-makers need to make better strategic choices in the application of scarce resources to infrastructure facilities. New tools are presented that permit simple comparisons of different project delivery and finance strategies. Practical approaches are provided that allow owners to quickly compare capital program alternatives for entire collections of infrastructure facilities. Practical legislative strategies for organizing the delivery of public infrastructure are presented and described.
Principles of Public and Private Infrastructure Delivery provides a practical framework that owners can apply to implement a competitive infrastructure strategy and a principled framework that private sector firms can use to effectively reposition themselves in this changing market. It puts infrastructure asset management in an entirely new and more productive light, and establishes a new paradigm for steady improvement in the quality and cost performance of public and private infrastructure networks.
Audience: This book will be an essential reference tool for infrastructure managers throughout the public and private sectors, including:

            Book Description

This book examines the manner in which successful firms develop, transfer, protect, and capture value from technological innovation. In essence, it is about "knowledge management", which lies at the foundation of firm level competitive advantage in today's global economy. The essays contain some of the fundamental contributions to the field of knowledge management by one of its best-known thinkers; they also constitute an immensely practical guide for those managers who wish to look below the surface of what is going on in Silicon Valley and elsewhere.

5 out of 5 stars A 'must' for college-level students of transportation and urban planning.......2006-08-17

Edited by Gabriel Roth, whose expertise includes twenty years of service as Transportation Economist for the World Bank, Street Smart: Competition, Entrepreneurship, and the Future of Roads is an anthology of essays by learned authors discussing both theory and practice for private, market-based alternatives for road services from licensing vehicles and drivers to management of government-owned road facilities to franchising, outright private ownership, and more. America's current road transportation system is beset with traffic congestion, unsafe conditions, high costs, political corruption, environmental degradation, pork barrel pet projects and much more. In an era of rising national debt, Street Smart is more needed than ever as a source of ideas for more economic and safer means to look after transportation infrastructure.

5 out of 5 stars Endorsement for Street Smart.......2006-05-16

Private turnpikes were commonplace in the eighteenth and early nineteenth centuries but they eventually succumbed to competition from railways and onerous government regulations. Street Smart makes an eloquent and convincing argument that the time is ripe for the private sector to make a comeback with a boost from modern electronic tolling technology and innovative contract designs. Chapters are organized into five parts that complement each other nicely. Early chapters explain why market forces allocate resources efficiently and describe various roles for the private sector in supplying road infrastructure and services. Later chapters describe the history of private roads and some recent, encouraging, developments with privatization, and suggest alternative ways forward in the course of privatization. Written by leading economists, engineers and other professionals, Street Smart is essential reading for academics, policy analysts and policy makers, as well as firms contemplating involvement themselves.
