        I love books like this, any adventure against good old mother nature with a significant amount of danger and big machines tossed in for effect. That is why I thought I would love this book. I did enjoy it and I found that I learned a great deal about everything from the NASA Space Shuttle to oil tanker operations. I also got a good dose of what it is like to be in the merchant marine. The issue I had with the book is that I did not think it lived up to the description on the dust jacket. I thought there would be far more "seconds away from death" type adventure.

        The book covers the three days period of time when an oil tanker came to the rescue of a tug boat pulling an external fuel tank for the shuttle during a topical storm. Sure it sounds like an odd bunch of vehicles, but that adds to the charm of the story. That sounds like some excitement and to be fair the book did have a good amount, but perfect storm it was not. I just thought that outside of a large monetary loss, the outcome of the rescue had it not worked would have been only property damage to one specialized gas tank. I was just expecting and I guess looking for more excitement. To give the book credit though it was interesting and had exciting parts. It just was not a top tier nail biter type book.

        As a student of maritime salvage, I read whatever is available on this subject.
        I enjoyed this book as much as my two favorite books on the subject; "Grey Seas Under" and "Serpents Coil" by Farley Mowat.
        All three of these books are writen with a flair of adventure and keep the reader hooked till the end.
        This author "lived" the experence and did a wonderful job of writing his adventure...... A warning however: This book will keep you up late at night in order to see what happens next...

        This is one of those "can't put down" books we all look for and so infrequently find. The story will hold your attention and the writing moves along with an economy of words. It's not clipped but the pace is quick. Despite this, the reader gains an insight into the inner workings of the modern maritime industry.

        If you like true-to-life stories of danger and adventure, then you'll love this.

        In their book, "In Peril," Skip Strong and Twain Braden present a dramatic narrative of events that occurred only 10 years ago but are rooted in ancient seafaring traditions and practices.
        The book's subtitle _ "A Daring Decision, a Captain's Resolve, and the Salvage That Made History" _ pretty much sums it up.
        On Nov. 15, 1994, the tanker Cherry Valley was transporting 10 million gallons of fuel oil from New Orleans, La., to Jacksonville, Fla.
        Prentice "Skip" Strong III, then 32, was making his second trip as captain of the 688-foot vessel.
        Also sailing from New Orleans was the 114-foot tugboat J.A. Orgeron, en route to NASA at Cape Canaveral, Fla., and towing a barge loaded with a 150-foot aluminum space-shuttle fuel cell. The value of the fairly lightweight but bulky cargo was more than
        $50 million.
        Both the Cherry Valley and the J.A. Orgeron had left the Gulf of Mexico and were navigating north in the Atlantic Ocean about 10 miles off Florida's east coast when they ran into Hurricane Gordon.
        In the midst of torrential, blinding rain and wind gusts of 40-60 knots, one of the tugboat's engines failed. The sea and wind pummeled the helpless tug and its valuable tow and pushed them toward the potentially deadly Bethel Shoal, off Fort Pierce.
        The tug's skipper broadcast a distress call, requesting assistance from any nearby ship.
        Only the Cherry Valley was close, but it was not a good candidate for offering aid. Being a tanker made the Cherry Valley unsuited for any type of salvage work. Also, it lacked the
        cables and winches needed for towing another vessel in a storm, and its crew of 25 had no training in rescue procedures.
        What's more, the Cherry Valley was a single-hull tanker built before the Exxon Valdez oil spill in 1989 made double-hull construction mandatory. Therefore, to try a rescue operation with such a large and fairly unwieldy ship during a hurricane and near a lee shore was a risk its captain could easily have avoided.
        But Strong was not that sort of captain. Answering the centuries-old unwritten law demanding that sailors help each other in times of danger, he immediately set his course for the distressed tug and barge. The Cherry Valley was eventually able to take them in tow and move them from the shallow waters that endangered all three vessels.
        As a result of their action, Strong and his crew were awarded the American Merchant Marine Seamanship Trophy.

        In keeping with long-established practices, Keystone Shipping Co., owner of the Cherry Valley, applied for the salvage award. A dispute led to legal action, resutling in a judgment against NASA for almost $5 million_ the most in U.S. maritime history.

Deliberate discharges from oil tankers have traditionally been the biggest source of oil pollution from ships, greater than much-publicized accidental spills. Although an international treaty governs how tankers must dispose of oil, compliance has been a problem. Intentional Oil Pollution at Sea is a detailed case study of how international environmental treaties can be made more effective. Combining theoretical analysis with a rigorous empirical evaluation of changes in the compliance process over time, it identifies policies that have increased compliance by governments and the oil transportation industry with discharge restrictions, equipment requirements, enforcement, and reporting.

          Ronald Mitchell introduces the debate over environmental treaty compliance, compliance theory, and a history of intentional oil pollution. He then uses a wealth of data to study efforts to change government and industry behavior in reporting on treaty performance, enforcing rules, and complying with equipment and discharge standards. He closes with theoretical conclusions drawn from the empirical analysis regarding the sources of effective treaty compliance as well as prescriptions for policymakers about how to negotiate more effective future environmental agreements.

            This well-written, researched, and readable book, is probably the most important work that there is on the history of offshore oil in Santa Barbara. Clearly displaying a great breadth of knowledge, Mr. Sollen obviously has an extensive personal interest and background in how offshore oil industry grew in the Santa Barbar Channel. A Great Read.

                Newspaper stories about the oil spill created the impression that the cause of the accident was simply that the captain was drunk. This book shows that the real situation was far more complex. The captain was definitely not drunk. He did have a few drinks, which is against regulations. Even after all the analysis it is not clear what exactly went wrong. The fact that the captain had a few drinks was not the only breach of regulations. None of the officers had a six-hour off duty time in the twelve-hour period before departure. The ship was single hulled instead of double hulled as was foreseen when the oil terminal was built. When Congress granted permission to build the pipeline and the terminal one of the conditions was that there would be a state-of-the-art contingency plan for oil spills. There was nothing of the sort. A Vessel Traffic Services station was supposed to monitor the movement of the ships through the strait. Due to cost cutting measures the station was unable to monitor the movement of the ship. A major cause of inefficiency in the clean up was the lack of clarity about who was in charge, the Coast Guard or Exxon. It is not just the captain that acted irresponsibly, so did all parties concerned. This is described in one part of the book. The second part of the book describes the impact of the oil spill and especially of the clean up on the communities affected. Each of the communities split in the middle. Half of the members took the position of trying to squeeze as much money out of Exxon as possible whilst the other half did not want to have anything to do with Exxon. Exxon did not succeed in engaging the communities in a positive way. The third part describes the nature in Alaska. These descriptions are wonderful and make you want to go there. These three parts are interwoven. The advantage is that the reader gets a three dimensional understanding of what happened: the responsibility for the disaster and the clean up, the impact on different members of the community and the impact on nature. The author places the ultimate responsibility on the consumer. He writes, " the American population prefers to live in a fog and is willing to accept almost anything in return for the opportunity to keep its gas tanks topped up" (with cheap gas). The combination of corporations maximising short-term profits and consumers closing their eyes to the consequences of their behaviour makes one worried. There must be a better way.

                Out of the Channel should be required reading for anyone who thinks environmentally ... not just environmentalists, but students, political and economic theorists, and most of all, writers. I had the good fortune to learn a great deal about writing from John Keeble, and reading his book is an education all by itself. As a rigorous study of the physical and human impact of the Exxon Valdez disaster, Out of the Channel is a comprehensive anatomy, a text that does not shirk any of the heavy load its vast subject demands. Without taking the easy route of righteous anger, Keeble explores every nuance of the oil spill, and he follows that tenacious blot of Prudhoe Bay crude as it seeps out of the tangible world and into the minds and spirits of the permanent and temporary inhabitants of Prince William Sound. This tenth anniversary edition, with the expanded coverage allowed by the perspective of time, is a gift that should not be overlooked.

                John Keeble, whose writing focuses on the issues facing the American Northwest, paints a memorable picture of the Exxon Valdez oilspill and its aftermath. Asked by the Greenwich Village Voice to write an article on the spill, he travels to Alaska and observes first-hand the efforts made to restore the land and the wildlife. However, the more he observes the more he is haunted by two observations: 1) that the size of the oil companies, and the entangled relationship between the companies and the government, is enormously greater than we have suspected, and 2) that the vast amounts of money poured into the clean-up effort causes many to view that money as their goal. His investigations into the clean-up follow a theme he develops in his other works: that the intrusion of a company or government upon the land inevitably causes exploitation; and those who live in that land must invariably suffer the consequences. Torn between the desires to make money, to clear the oil, and to downplay the scope of the incident, the people involved with clean-up waste a good deal of their effort. The more damage Keeble assesses, the more in tune he becomes with the suffering of the people and animals truly hurt, and ultimately, the reader, too, feels the chill that shakes the author at each new discovery.
